Shaping the national policy framework for technology adoption

Snapshot
At a glance
A globally leading medical technology company had a transformative technology but no national policy framework to drive its adoption at scale. Newmarket Strategy designed and led a government affairs programme that took the technology from the periphery of national healthcare policy to the heart of Government's transformation agenda.
Client
A globally leading medical technology company
Challenge
The client needed a proactive government affairs strategy to build political understanding of the technology's value and drive coordinated, system-level action to address fragmented adoption and regional inequity.
Support
Newmarket Strategy developed the client’s government affairs programme, helping shape the core narrative and evidence around Government priorities and securing senior engagement across No. 10 government departments. We also worked with clinical advocacy groups to build wider support, while advising the client on emerging policy developments.
Outcome
The programme secured tangible policy progress, embedding the technology in national policy and unlocking national funding to support adoption. It also strengthened the client’s role in shaping the future direction of deployment, with its evidence increasingly supporting national decision-making.
The challenge
Fragmented adoption and an absent national policy framework
Adoption was concentrated in specialist centres, with significant regional variation and no accountability mechanisms. Government lacked a policy framework connecting the technology to its own priorities and limited understanding across Government of the case for coordinated action.
Our approach
A commercially driven, policy-led programme across government engagement, evidence, and system influencing.
Newmarket Strategy designed and led a cross-functional government affairs programme, coordinating activity across government affairs, market access, evidence generation and regional engagement. The programme built political understanding, shaped policy, influenced key intermediaries and generated tangible momentum across the healthcare system.
We organised the programme around three areas, identifying the right routes into government, preparing the client for key meetings and securing engagement with Ministers, advisers, officials and clinical advisers. We shaped the client’s case around Government priorities including waiting times, productivity and regional inequality, supported by clear evidence.
The outcome
A transformed policy landscape
The government affairs programme contributed to a step-change in political and policy ambition. The client’s value proposition was understood and championed at the highest levels of Government, with a national policy framework established and new funding unlocked to support deployment at scale. The client was recognised as a healthcare system transformation partner across Government and a leading voice in the deployment conversation. As the policy framework moved from ambition to implementation, the client’s evidence base helped shape the agenda for the next phase of deployment.
